Take the ACT at least twice, but probably more. Before each test, take at least one full length practice test under timed conditions. Visit your test site before the day of the test. This way you won't get lost and you will be accustomed to the atmosphere. Know the timing for each test and plan accordingly. Don't assume you'll get finished without practicing with the time constraints, because you won't. Feel this out as you take more and more practice tests. Practice is the only thing that will help with this skill. All ACT questions are worth the same value. Some are harder than others, so don't waste all your time on the hard ones. Answer the easy ones correctly and then go back later and answer the hard ones as best you can. How will you show that you've skipped a question so you don't forget to return? Will you go back at the end with 60 seconds left and fill in the rest of the answers you skipped? When all else fails, DON'T JUST ANSWER C!!! Use it for all your scratch work.
